Russia, As Well As Any Other Country, Does Not Need Dictators, But It Needs Equitable Principles Of Organizing The State And Society: Just, Effective, Flexibly Responding To Changes Inside And Outside The Country - That Is What Russia Needs.

Above All, We Should Acknowledge That The Collapse Of The Soviet Union Was A Major Geopolitical Disaster Of The Century. As For The Russian Nation, It Became A Genuine Drama. Tens Of Millions Of Our Co-citizens And Co-patriots Found Themselves Outside Russian Territory.

I Stress That We Unambiguously Support Strengthening The Non-proliferation Regime, Without Any Exceptions, On The Basis Of International Law.
