Under Governments Wherein The Will Of Every One Has A Just Influence, As Is The Case In England In A Slight Degree, And In Our States, In A Great One. 3. Under Governments Of Force: As Is The Case In All Other Monarchies And In Most Of The Other Republics. To Have An Idea Of The Curse Of Existence Under These Last, They Must Be Seen. It Is A Government Of Wolves Over Sheep.

The States Should Be Watchful To Note Every Material Usurpation On Their Rights; To Denounce Them As They Occur In The Most Peremptory Terms; To Protest Against Them As Wrongs To Which Our Present Submission Shall Be Considered, Not As Acknowledgments Or Precedents Of Rights, But As A Temporary Yielding To The Lesser Evil, Until Their Accumulation Shall Overweigh That Of Separation.

This Institution Will Be Based On The Illimitable Freedom Of The Human Mind. For Here We Are Not Afraid To Follow Truth Wherever It May Lead, Not Tolerate Error As Long As Reason Is Left Free To Combat It.
