No Single Nation Should Pick And Choose Which Nations Holds Nuclear Weapons. And That's Why I Strongly Reaffirmed America's Commitment To Seek A World In Which No Nations Hold Nuclear Weapons.

Whenever I Write A Letter To A Family Who Has Lost A Loved One In Iraq, Or Read An Email From A Constituent Who Has Dropped Out Of College Because Her Student Aid Has Been Cut, I'm Reminded That The Actions Of Those In Power Have Enormous Consequences--a Price That They Themselves Almost Never Have To Pay.

Tonight, With A New Iraqi Government In Place, And Following Consultations With Allies Abroad And Congress At Home, I Can Announce That America Will Lead A Broad Coalition To Roll Back This Terrorist Threat.

We've Persevered Because Of A Belief We Share With The Iraqi People - A Belief That Out Of The Ashes Of War, A New Beginning Could Be Born In This Cradle Of Civilization. Through This Remarkable Chapter In The History Of The United States And Iraq, We Have Met Our Responsibility. Now, It's Time To Turn The Page.

We Believed We Could Prepare Our Kids For A More Competitive World. And Today, Our Younger Students Have Earned The Highest Math And Reading Scores On Record. Our High School Graduation Rate Has Hit An All-time High. And More Americans Finish College Than Ever Before.
