It Is Important To Strengthen The State Governments; And As This Cannot Be Done By Any Change In The Federal Constitution (for The Preservation Of That Is All We Need Contend For), It Must Be Done By The States Themselves, Erecting Such Barriers At The Constitutional Line As Cannot Be Surmounted Either By Themselves Or By The General Government. The Only Barrier In Their Power Is A Wise Government. A Weak One Will Lose Ground In Every Contest.

If There Be Any Among Us Who Wish To Dissolve The Union Or To Change Its Republican Form, Let Them Stand Undisturbed, As Monuments Of The Safety With Which Error Of Opinion May Be Tolerated Where Reason Is Left Free To Combat It.

The Tumults In America I Expected Would Have Produced In Europe An Unfavorable Opinion Of Our Political State. But It Has Not. On The Contrary, The Small Effect Of These Tumults Seems To Have Given More Confidence In The Firmness Of Our Governments. The Interposition Of The People Themselves On The Side Of Government Has Had A Great Effect On The Opinion Here In Europe.

To Your Request Of My Opinion Of The Manner In Which A Newspaper Should Be Conducted, So As To Be Most Useful, I Should Answer, "by Restraining It To True Facts & Sound Principles Only." Yet I Fear Such A Paper Would Find Few Subscribers. It Is A Melancholy Truth, That A Suppression Of The Press Could Not More Completely Deprive The Nation Of It's Benefits, Than Is Done By It's Abandoned Prostitution To Falsehood.

To All Of Which Is Added A Selection From The Elementary Schools Of Subjects Of The Most Promising Genius, Whose Parents Are Too Poor To Give Them Further Education, To Be Carried At The Public Expense Through The College And University. The Object Is To Bring Into Action That Mass Of Talents Which Lies Buried In Poverty In Every Country, For Want Of The Means Of Development, And Thus Give Activity To A Mass Of Mind, Which, In Proportion To Our Population, Shall Be Double Or Treble Of What It Is In Most Countries.
