We Have To Deal With This New Type Of Threat In A Way We Haven’t Yet Defined. . . . With A Low-probability, High-impact Event Like This . . . If There’s A One Percent Chance That Pakistani Scientists Are Helping Al Qaeda Build Or Develop A Nuclear Weapon, We Have To Treat It As A Certainty In Terms Of Our Response.

It’s Clearly Established In Terms Of Training, Provision Of Bomb-making Experts, Training Of People With Respect To Chemical And Biological Warfare Capabilities, That Al-qaeda Sent Personnel To Iraq For Training And So Forth.

The United States Needs To Be Not So Much Loved As It Needs To Be Respected. Sometimes, That Requires Us To Take Actions That Generate Controversy. I'm Not At All Sure That That's What The Obama Administration Believes.
