Subject Opinion To Coercion: Whom Will You Make Your Inquisitors? Fallible Men; Men Governed By Bad Passions, By Private As Well As Public Reasons. And Why Subject It To Coercion? To Produce Uniformity. But Is Uniformity Of Opinion Desirable? No More Than Of Face And Stature.

I Have Never Conceived That Having Been In Public Life Required Me To Belie My Sentiments, Or To Conceal Them. Opinion And The Just Maintenance Of It Shall Never Be A Crime In My View, Nor Bring Injury On The Individual. I Never Will By Any Word Or Act, Bow To The Shrine Of Intolerance. I Never Had An Opinion In Politics Or Religion Which I Was Afraid To Own; A Reserve On These Subjects Might Have Procured Me More Esteem From Some People, But Less From Myself.

I Hope The Necessity Will At Length Be Seen Of Establishing Institutions, Here As In Europe, Where Every Branch Of Science, Useful At This Day, May Be Taught In It's Highest Degrees.

The Art Of Reasoning Becomes Of First Importance. In This Line Antiquity Has Left Us The Finest Models For Imitation; I Should Consider The Speeches Of Livy, Sallust, And Tacitus, As Pre-eminent Specimens Of Logic, Taste, And That Sententious Brevity Which, Using Not A Word To Spare, Leaves Not A Moment For Inattention To The Hearer. Amplification Is The Vice Of Modern Oratory.

Our Country Is Too Large To Have All Its Affairs Directed By A Single Government. Public Servants At Such A Distance, And From Under The Eye Of Their Constituents, Must, From The Circumstance Of Distance, Be Unable To Administer And Overlook All The Details Necessary For The Good Government Of The Citizens; And The Same Circumstance, By Rendering Detection Impossible To Their Constituents, Will Invite Public Agents To Corruption, Plunder And Waste.
